The quantitative methods are becoming recently rather significant instrument for preparing the strategic decisions in science and technology. In the paper we argue that research projects, equally with bibliometric data and patent data, could be valuable source of information for the analysis and evaluation of creating the scientific knowledge base of nanotechnology. The frequency dictionary of nanotechnology terms is constructed on the basis of RFBR research projects in the period from 1993 to 2006; the dictionary structure and the dynamics of its forming are analyzed; the comparison of this dictionary with analogous dictionary of the US NSF is implemented too. It is considered the comparative dynamics of the award of grants on the research of nanomaterials just fundamental building blocks for nanotechnology: nanoparticles, fullerenes, nanotubes, quantum dots, and dendrimers. With the empirical data, in particular by means of calculation of the age distribution of RFBR projects participants it is shown, that the problems of specialists training and overall manpower policy in the field of nanotechnology must be the focus of attention.
